Project Description

Lee County School District, (hereafter referred to as "District") seeks written proposals from qualified and experienced Architectural/Engineering firms to design a joint transportation garage and maintenance storage facility on land currently owned by the Lee County Board of Education. This project will support district-wide operational efficiency, long-term cost savings, and improved safety and functionality.

Scope of Work

The selected architectural firm will provide services including, but not limited to:

  • Conducting feasibility and site evaluation studies

  • Leading space planning and facility programming with stakeholders

  • Developing schematic and design development documents

  • Preparing construction documents suitable for bidding

  • Assisting with contractor solicitation and selection (e.g., RFQ/RFP development, interviews, scoring, recommendation)

  • Providing construction administration and quality assurance support through project completion

Deliverables may include:

  • Site and facility program

  • Schematic and design development plans

  • Bid documents and specifications

  • Evaluation tools for contractor selection

  • Construction phase observations and design intent reviews

Requirements

Architects must submit five (5) written, bound responses and one electronic copy by 2:00 p.m. EST on May 30th, 2025. The electronic copy should be submitted in PDF format and e-mailed to Chris McNeill, (chrismcneill@lee.k12.nc.us)

  • Both the written and electronic copies must be received by the deadline above. Responses received after this time will not be accepted.

  • Responses submitted should be concise and address the objectives requested.

  • Responses shall be limited to a maximum of 25 pages.

  • All respondents to the request for qualifications shall address the following, as a minimum, and should conform to the numbering system used below:

  1. Letter of transmittal, identifying contact person.

  2. Statements substantiating firm's understanding firm's understanding of project objectives and task assignments.

    1. Identify your proposed project architect/engineer and project manager.

    2. Include five projects your firm's proposed project architect/engineer completed in the last five (5) years for the type of projects above in which you have interest. For each project, include size, scope, cost, location, owner contacts, the date completed versus the original schedule completion date, the initial budget versus the actual cost. Projects listed in four above may be included.

    3. List ALL other work performed by the project architect/engineer while with your firm.

    4. Include resumes of project architect/engineer and project manager.

  3. Provide three (3) client references. Public School references are preferred. Provide one reference from a financial institution. Provide financial statements.

  4. Provide a schedule of professional fee rates as Attachment B.

  5. Describe previous litigation or arbitration in which your firm has been involved and the outcome during the past five (5) year.

  6. State any history or present condition that would put the firm in a conflict of interest in the design and/or construction of the project.

  7. Attach any other supporting material to your response.

Selection and Award

Lee County Schools anticipates interviewing one or more firms before making a final selection. Lee County Schools shall award the contract to the most qualified firm and reserves the right to reject any of and all responses based on the following criteria:

  1. Demonstrated understanding of the project.

  2. Demonstrated experience with public schools.

  3. Proximity to the project site.

  4. Successful negotiation of fee for this work.

  5. Such other appropriate information as the County deems advisable.

Shortlisted firms may be invited for interviews. Final selection is based on qualifications and best overall value to the district.

General Conditions

  • The District reserves the right to reject any or all responses.

  • All costs associated with the response are the sole responsibility of the proposer.

  • The selected firm may be contracted for follow-on design consulting through construction.

  • This is a qualifications-based selection; no estimated cost of service are to be submitted at this stage.
